So, funny thing- in addition to negative externalities, positive externalities (i.e. positive spillover effects from producing and consuming) exist as well, and the economic policy conclusion is that it is reasonable to subsidize markets that provide positive externalities. As such, there are plenty of economists that would be supportive of favorable policy towards both solar energy and science majors, since both of these goods provide positive externalities, or at least replace products that create negative externalities.
