Filner was in Congress 20 years ago – how did he fly under the radar until now, at age 70???? The last time something like this happened, it had to do with Roger Hedgecock, who was convicted and forced out of office, only to be exonerated on appeal. Is this yet another indication of powerful people behind the scenes manipulating the management of the city, as mandated by the voters?
