I'm certainly not happy about government having controls over the 'free' press but I'd be even less happy about self regulation. The press don't deserve to be both the prisoner and the warden. It needs to be a totally non political but experienced and respected third party like an Ofcom or Ofwat but with sharper teeth. I wonder if last week's Daily Mail debacle influenced the final decision.
